About the Project
The Adamawa state project is an 18-months project aimed to Contributing to the mitigation of conflict over natural resources between farmer and herder communities in Adamawa state in an equitable, inclusive and sustainable manner. COMITAS will cover Demsa, Numan, Lamurde, Girei and Mayo belwa Local Government Areas (LGAs) of Adamawa State;
Project Strategy (Approaches and Methodology)
Component 1: To strengthen the traditional conflict resolution mechanisms through enhanced early warning and early response.Component 2: To build community trust in authorities to address their grievances and prevent further escalation of violence.Component 3: To Enhance farmer and herder communities’ capacity and collaboration over natural resource management.Component 4: To improve unbiased intra and inter communal perceptions through unbiased reporting and peace messaging.
While the project focuses on the four components, Search for Common Ground is responsible for implementing activities under Components 1,2, amp; 4 for mitigation of Conflict.
The Cross-cutting component: Conflict transformation
To contribute to the mitigation of conflict over natural resources, the International Organization for Migration (IOM), Search for Common Ground (Search), and Mercy Corps have designed a comprehensive and integrated approach that builds on the comparative strengths of each organization. IOM will build on its data collection experiences in north-east Nigeria and globally to implement a transhumance tracking tool to strengthen early warning systems. IOM will also build on its extensive policy engagements with the government of Nigeria, most notably with regards to the Disengagement, Disassociation, Reintegration, and Reconciliation program and action plan. Search will build on its extensive work on early warning and response, trust building through dialogue, and promoting of positive perceptions through reliable information and peace messaging. Mercy Corps will capitalize on its trusted relationships with local stakeholders across Nigeria’s Middle Belt to continue to empower communities to prevent and respond to violence by strengthening collaboration on natural resource management.
Overview of Content Analysis
Farmer and herder communities in Nigeria and West Africa have historically lived in a peaceful, symbiotic relationship that developed through reciprocity and mutual support. For example, herders’ cattle would fertilize farmland in exchange for grazing rights. However, tensions have grown over the past decade with reports of violent clashes becoming more frequent. Although violence is increasingly described in religious terms, competing claims to land and other resources are at its core.
Search’ expertise in community mobilization will be used to mobilize an early response to address the early warning signals. To achieve this, Search will formally establish community response networks. These will include religious leaders, women leaders, youth leaders, school teachers, representatives of the Police, Union representatives, e.g. Nigerian Union of Road and Transport Workers Community response Workers (NURTW), representatives of community-based organizations, and representatives of farmer and herder associations.
Purpose or Summary of the consultancy
We are looking for a consultant that is well grounded in training staff, partners and communities on Early warning and early response issues. The consultant must possess a requisite skill in promoting Early warnings and response by engaging both men and women in project activities and encouraging culturally acceptable means of increasing participation by Search’s various peacebuilding committees in community meetings, decision-making and planning. The consultant will train community networks to recognize Early warning signs and early response in conflict prone locations and propagate Early response plans from these networks that promotes peacebuilding and solution-based responses.
Methodology
The methodology of training will be a Hybrid process and the trainer will deliver the training with sometimes not more than 30 participants physically present in the same location and may have others join in virtually. The methodology of the training will be experimental learning,
