Job Description

3rd National Urban Water Sector Reform Project in Kano State - Organizational Technical Assistance Services (OTA)

The overarching objective of the OTA consultancy services is to provide technical assistance to the Kano State Water Board (KnSWB) to improve their operational performance to enable sustainable water supply services.

Specific objectives include:

  • Clarifying and strengthening KnSWB’s organizational structure and staffing
  • Strengthening the commercial, financial and accounting functions
  • Improvement of operating and maintenance procedures
  • Improvement of human resources management and administration systems
  • Helping to develop a non-revenue water (NRW) program
  • Supporting consumer awareness campaigns and speeding up the pace of connection and metering activities.
  • Improve the technical, accounting/financial, commercial administrative and managerial skills and capacity of the workforce
  • Increase the adoption of computerization and IT in KnSWB’s operations

Requirements

K-1: Team Leader/Water Utility Expert (24 m/m)

The Team Leader/Water Utility Expert will be the key contact with the Client, will coordinate all aspects of the OTA assignment and shall be responsible for all the deliverables of the assignment. He/She should possess a degree in Engineering, Business, Social Sciences or other field related to the assignment preferably with a Masters’ Degree in a field relevant to the assignment. He/she must have at least 10 years of work experience in water utility operations and management, from Oamp;M through to commercial and financial issues, and experience on internationally funded technical assistance consultancy assignments, with at least 5 years experience at the Team Leader level or above. He/she must have at least 5 years experience in developing countries, preferably in sub-Saharan Africa and preferably in Nigeria or other countries in West Africa. Must be fully fluent in verbal and written communications in English with strong report writing and presentation skills. He/she must have a thorough understanding of water sector reform issues and restructuring/performance improvement of water utility operations in developing countries. Knowledge and experience of the procurement guidelines of AFD or other international agencies is desirable.

K-2: Utility Commercial Expert (18 m/m)

He/she will lead all activities related to improving the commercial performance of KnSWB in relation to billings, collection, customer care and customer service. The Utility Commercial Expert must have a degree in Business, Engineering, or Social Sciences or other field related to the assignment preferably with a Masters’ Degree in a field relevant to the assignment. Must have at least 10 years of experience in utility commercial operations including minimum 3 years of experience in providing consulting services on internationally funded projects in developing countries to assist utilities with improving their commercial performance.

K-3: Accounting and Financial Expert (8 m/m)

He/she will lead all activities in relation to improving accounting and financial reporting. The Financial Expert shall possess a degree in accounting or an MBA, and preferably shall be a Chartered Accountant familiar with Nigerian accounting standards. He/she must have at least 10 years of work experience in accounting and financial reporting, and minimum 5 years experience in public sector financial management. Experience in commercial and financial improvement of water utility operations in developing countries on donor funded projects is desirable. A prior exposure to the water sector in Nigeria at the state level will be an added advantage.

K-4: Water Utility Oamp;M Expert (15 m/m)

He/she will lead all activities related to improving the Oamp;M performance of KnSWB. The Utility Oamp;M Expert should possess a degree in Engineering or equivalent combination of technical courses and work experience and must have at least 10 years of experience in water utility operations and maintenance activities including the Oamp;M of treatment plants, pumping stations, transmission and distribution systems, with a minimum of 3 years of experience in providing consulting services on internationally funded projects in developing countries to assist utilities with improving their Oamp;M performance. Experience in Sub-Saharan Africa is an added advantage.

K-5: NRW Reduction Expert (12 m/m)

He/she will lead all activities related to the NRW reduction activities. The NRW Reduction expert shall have a degree in Engineering or equivalent combination of technical courses and work experience and must have at least 10 years of experience in distribution network operations and NRW manageme
