Job Description

Search for Common Ground (Search) is seeking a consultant to conduct a final evaluation in Borno state, Nigeria for the third phase of the Strengthening the Resilience and Reintegration of Children formerly associated with Non-State Armed Groups(NSAGS) and Vulnerable Children (VC) Project. We are interested in evaluating the project's relevance, efficiency, and effectiveness relating to the reintegration of children and adolescents who have suffered from violations, including those formerly associated with armed groups or returning from captivity, into their communities. Following months of project implementation, we are primarily interested in the relevance of intervention (is the intervention doing the right things), effectiveness (is the intervention achieving its objectives, progress towards results), efficiency (implementation process), and major lessons learned. Consultant’s research proposals should include a plan to analyze this Organization for Economic Co-operation and Development - Development Assistance Committee (OECD-DAC) criteria across gender, age, location, and religious demographics. Candidates’ teams should have experience researching similar projects to explain the connection between programming, the context, and the progress made.

Headquartered in Washington DC, USA, and Brussels, Belgium, with 52 field offices in 30 countries, Search designs and implements multifaceted, culturally appropriate, and conflict-sensitive programs using a diverse range of tools, including media and training, to promote dialogue, increase knowledge and determine a positive shift in behaviors.
About the ProjectThe Strengthening the Resilience and Reintegration of Children formerly associated with Non-State Armed Groups (NSAGS) and Vulnerable Children (VC) in the Northeast of Nigeria Project is in the third phase of its implementation. The project leveraged the two-phased UNICEF-funded project which had ensured that over 2,500 children verified and separated from the CJTF and other NSAGs in five targeted LGAs received psychosocial and socio-economic reintegration support with an understanding of the importance of their separation and reintegration by the government, CJTF, and communities. The project's overall objective is to strengthen the reintegration of children formerly associated with Non-State Armed Groups (NSAGs) and Vulnerable Children (VC) in the North East of Nigeria. The project has been implemented in Borno State over the last nine months with the expectation that within this period, children formerly associated with Non-State Armed Groups or Vulnerable Children, will be supported to successfully reintegrate into their communities. The overall goal is supported by 3 corresponding outputs which guided the project’s activities:Program Output 1: Case Management I.Program Output 2: Case Management II.Program Output 3: Mental Health Psychosocial Support.The project was implemented among community-based organizations (CBOs), and local traditional and religious structures in the project activities (such as participatory theatre and community strengthening initiatives) as facilitators and conversationalists to the communities and to deepen the community engagement. As part of the community-based approach, Search also targeted other vulnerable childrenthat are not associated with NSAGs in project interventions and activities. Search also developed the education, mental health, and social cohesion intervention. Also, there was a media and community-based component to sensitize and raise community awareness.
Goal and Objectives of AssessmentAs the project is coming to an end, Search needs to undertake a comprehensive and cost-effective external final evaluation. The evaluation will cover relevant OECD-DAC criteria - relevance, effectiveness, and efficiency of the project. Key principles that should drive the design of the final evaluation are the Common Ground Approach, Conflict Sensitivity, Do No Harm principles, the child's best interest, and UNICEF’s equity approach. Specific objectives of the evaluation: Evaluate the relevance of the intervention, based on local needs and conditions, as well as the children's best interest, clearly documenting outcomes of these. To determine the effectiveness and efficiency of implementing the project, including who contributed to or hindered these, and what lessons we can learn.
