This request for expression of interest (REOI) follows the General Procurement Notice for this Project that appeared on the African Development Bank Group’s Internet Website(www.afdb.org) 12th August 2022.

The International Institute for Tropical Agriculture (IITA) has received financing from the African Development Bank toward the cost of the Technologies for African Agricultural Transformation (TAAT) Phase II and intends to apply part of the agreed amount for this grant to payments under the contract for TAAT II Mid-Term Review consultant.

The assignment is to engage an individual consultant to evaluate the implementation process and achievements from 15 August 2022 to 31st December 2023. The MTR consultant will document achievements and lessons learnt in terms of (i) Compliance with the Grant conditions; (ii) Procurement performance; (iii) Financial performance; (iv) Physical implementation Performance (Activities and works). The specific objectives include; clarify the relevance of the program in alignment with country agriculture priorities; understand the extent to which the program selected value chains and intervention sites are coherent with the Bank rural and agricultural development interventions; assess partnership mechanisms or arrangements that have facilitated the implementation of TAAT at national and regional levels; take stock of the implementation progress to achieve the expected results by the end of the project; assess the design, implementation arrangement and strategy, and management of the programme; identify potential areas that can hinder the programme to achieve fully its development objectives; draw lessons to enhance organizational learning, implementation and propose recommendations to improve the programme performance to achieve targets.

The selected consultant will be based in IITA Ibadan (Nigeria) during the preparatory and the desk review phase and will work closely with the Project Implementation Unit (PMU) which will provide adequate workstation. For travel outside Ibadan, the PMU, in collaboration with the implementing Centres, will provide necessary resources and travel logistical arrangement as may be required. The assignment shall be for a period of two (2) months duration with satisfactory performance. The consultant is expected to commence work in April 2024.

Interested consultant should possess an advanced degree in Agriculture Economics, Project management or a related field of Agriculture. He/she should have proven expertise and 10 years of experience in: Project formulation and Ramp;D; demonstrated in-depth technical knowledge and proven analytical skills on issues related to Agriculture value chain, and/or Food Security in Africa; experience in participatory assessment, economic analysis and problem solving; excellent knowledge of the principles and working methods of logical framework methodology (LFM), project cycle management (PCM); excellent knowledge of Multilateral organization delivery methods such as World Bank and African Development Bank; good knowledge in Financial Management and Procurement ; good contextual knowledge of Global Research in Developing countries will be an asset. Demonstrated experience/ability in conducting reviews/evaluation in the Agricultural Sector for Multilateral institutions; excellent writing and speaking in English; knowledge of French will be an advantage.
